NOAA missions are now coming through properly again. I coded a little something to fix the messages in real time.

Flight level and surface aren't stacked. Dropsonde dropped at the wind shift at flight level, measured 971 mb with 35 knots of wind at the surface. (AF Plane). Also, they dropped a sonde on their way in that measured 63 knots at the surface (those winds were HIGHER than flight level)
