I notice how the ATCF file starts with "BEGIN". I assume this triggers automatic programs to begin that invest on their software. So, does it end, with "END" to let that same software know that the invest is over, models are no longer being run? How does that work?

As Johnathan said,ATCF when it classifies a invest to a TD does the renumber phase. This was 91L that turned to TD 1.

Not all information, reports or releases from the weather service include these markers. We can assume that these markers are a hold over from the telegraph days or antiquated software at NOAA that relies on this format.
In this instance, the message will include instructions for 1)New Invest 2)Deactivate Invest 3) Reactivate Invest or 4)Renumber an invest that receives a storm number as shown in the example.
