Neenah slashing suspect caught

By Michael King
Post-Crescent staff writer

A telephone call traced to Tennessee led to the capture this morning of a 35-year-old Neenah man wanted for attempted murder for allegedly slashing his 2-year-old daughter's throat.

Neenah Police Lt. Steve Larson said Memphis police took Francisco Munoz into custody shortly before 7 a.m. today.

"He called relatives up here yesterday (Sunday) and we traced the phone call down to Memphis," Larson said.

Local police then alerted Memphis authorities to be on the lookout for Munoz or his car.

Memphis police notified Neenah police at about 4:30 a.m. today that they had located the vehicle, a 1991 Mitsubishi Eclipse, on that city's northeast side.

"He came out to the vehicle and was arrested without incident," Larson said.

Authorities allege Munoz tried to kill his daughter at their near downtown Neenah apartment during a domestic dispute with his wife early last Tuesday. He'd left the scene and police considered him to be armed and dangerous.

Emily K. Munoz continues to recover at Children's Hospital of Wisconsin in Milwaukee where she had surgery for the life-threatening wound.

According to an affidavit filed by prosecutors to obtain an arrest warrant, doctors indicated the girl's windpipe had been nearly severed.

"All indicators are that she's going to be fine," Larson said today.

The criminal complaint filed by the Winnebago County district attorney's office describes the incidents surrounding the alleged slashing:

Munoz left his family's apartment at 250 E. Doty Ave. Sept. 1 after an argument with his wife, Lorena. He returned shortly after midnight the day after.

He was let into the apartment by his wife, then pushed her and followed her into a bedroom, telling her she "would be sorry, that she was going to be doing a lot of crying."

He then entered the children's bedroom and a few seconds later Lorena heard Emily scream. When she ran into the bedroom, she saw Emily covered with blood and Munoz cutting at his own throat with a knife.

She tried calling 911, but had trouble making the connection so she ran out into the apartment complex hallway for help. A neighbor, who ran downstairs after hearing the screams, said he saw Francisco Munoz holding "a dagger-type knife by the blade and the knife was covered with blood."

Larson said there was no indication Memphis police had recovered a knife.

He said Neenah police contacted the district attorney's office this morning to begin the process of extraditing Munoz back to Wisconsin to face charges.

Larson said Munoz's capture was a relief. "I said this would take a citizen tip to crack. I never thought he would be the citizen to crack it."

Its been all over the news around here. Yes, this guy is sick!!!

Extradition from Tennessee to Wisconsin is currently underway. If convicted of the attempted first-degree intentional homicide charge filed last week in Winnebago County, he faces 60 years in prison.

Shannon...always remembered Neenah as the home of a weather radar site. That is a much better way to recall that town than the story you shared.

I am a mild mannered laid back never-get-out-of-control person but sometimes just the thought of an adult raising an angry hand to a child sends anger through my blood.

How sad for the child. How tragic all around.

poppysky, the EEW (Neenah) weather radar is no longer working, along the station is still there, the doppler globe is visible from the 441 extension. I've visited the EEW site and I think that's where my love of the weather began.
