Right around that area I depict some circulation, was wondering in what layer this circulation is in, I'm pretty sure its not the lower level, but it looks to me it could be in the Mid level.

This is another Upper Level Low in the NW Caribbean. Development at the surface is not expected.

Looping a WV (water vapor) loop of the suspect area is a good way to spot a ULL as it focuses more on clouds in the upper-levels of the atmosphere. For example, in this case, you can see the distinct spin in these clouds in the location you mentioned showing the upper-level low:

Now if you loop a visible loop and look for the low-level clouds (little white dots everywhere around the area in this particular image, those are cumulus clouds by the way), there is no spin at all. That further shows that this area is not at the surface. Probably need to wait until tomorrow to see what I mean as visible loops are better to use during the day:
