you referring to a gale center type low or a tropical low forming east of the Carolinas as mentioned in your post?

That's old Henri still off the NC coas this evening. Plenty of cool, dry air flowing into it means it is no longer tropical and not about to regain tropical characteristics. This is just a Hatteras low at this point.
