TROPICAL WAVE IS JUST E OF THE LESSER ANTILLES FROM 19N56W
THROUGH A 1012 MB LOW NEAR 14N58W TO 12N58W MOVING W AT 5-10 KT.
THE WAVE IS EMBEDDED WITHIN A BROAD AREA OF DEEP MOISTURE THAT
COVERS THE E CARIBBEAN AND THE W TROPICAL ATLC BETWEEN 55W-63W.
THIS IS ALSO DEPICTED ON THE SSMI TOTAL PRECIPITABLE WATER
IMAGERY. ISOLATED MODERATE CONVECTION IS FROM 9N-17N BETWEEN 55W-
63W.
TROPICAL WAVE IS JUST E OF THE LESSER ANTILLES FROM 19N56W
THROUGH A 1012 MB LOW NEAR 14N58W TO 12N58W MOVING W AT 5-10 KT.
THE WAVE IS EMBEDDED WITHIN A BROAD AREA OF DEEP MOISTURE THAT

By the way due to the arrival of this twave, Martinica has issued an yellow alert for a risk of strong showers and tstorms (Source : Meteo-France Martinica). Given the latest weather forecast, wet weather conditions should spread on Guadeloupe too... beginning tommorow stalling till Tuesday before an improvement Wednesday. I will keep you informed if anything happens here.

WATER IMAGERY. MIDDLE-LEVEL DIVERGENT FLOW FROM AN ANTICYCLONE
CENTERED NEAR 16N60W SUPPORTS SCATTERED MODERATE CONVECTION AND
ISOLATED TSTMS FROM 10N-17N BETWEEN 56W-61W.

He's saying that you will find this becoming strong in another season, but because it's 2013, it might form yes, but it might stay weak.
