If it is 135 kts...they will call it a Cat 4...borderline 5. The scale for Cat 4 is 114-135kts. FOr Cat 5 winds must be greater than 135 kts.
As an example...I point to Floyd when his winds were 155...he was a Cat 4...These are from the public advisory and the discussion on the 13th of September:
"MAXIMUM SUSTAINED WINDS ARE NEAR 155 MPH...250 KM/HR...WITH HIGHER
GUSTS. FLOYD IS A STRONG CATEGORY FOUR HURRICANE ON THE SAFFIR/
SIMPSON HURRICANE SCALE. SOME FLUCTUATIONS IN STRENGTH ARE LIKELY
DURING THE NEXT 24 HOURS.
"
Of course...for all intents and purposes...it is a 5. It is one knot away...in reality because it has to be 136 kts or 156 mph...but since they do it in 5 kt/5 mph increments...
"INITIAL INTENSITY IS INCREASED TO 135 KTS FOR THIS ADVISORY WHICH
MAKES FLOYD A STRONG CATEGORY 4 HURRICANE."
