What I think is meant is that these systems aren't being tracked by any tropical organization but are being tracked by local offices in the Med. sea as tropical systems by them

Well I think most people recognizes them as subtropical systems/cold core/hybrid systems not anything warm core tropical and i don't think any Med.Sea offices classifies a tropical system...that's what i think he meant but that's just me.
