Now the midwest trough will come in to seal the deal and keep Florida to Cape Hatteras in the clear.

Not quite sure about Cape Hatteras, NC or North Carolina just yet and maybe northeastern SC. Those areas are still well within the window. Florida and Georgia are looking a lot better in regards to not getting Isabel.

This is quite a contradictory statement. The idea is for the trough to push the low NORTH not keep it stationary.
