Looks decent and has good vorticity, but there isn't much time for this to develop before it runs aground in the Philippines. Don't think it'll stand a chance in the South China Sea either; that place is a brutal shear zone right now. It could develop into a depression before landfall, but that might be the ceiling considering the factors outlined above.
