530 PM EDT MON SEP 22 2003

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

A LARGE AREA OF SHOWERS AND SCATTERED THUNDERSTORMS IS LOCATED A FEW
HUNDRED MILES NORTH AND NORTHEAST OF PUERTO RICO AND HISPANIOLA.
THIS ACTIVITY IS ASSOCIATED WITH A WESTWARD-MOVING TROPICAL WAVE
INTERACTING WITH A LARGE UPPER-LEVEL LOW. THERE ARE NO SIGNS OF ANY
LOW-LEVEL ORGANIZATION...AND UPPER-LEVEL WINDS ARE CURRENTLY
UNFAVORABLE FOR ANY SIGNIFICANT TROPICAL DEVELOPMENT TO OCCUR.

TROPICAL STORM FORMATION IS NOT EXPECTED THROUGH TUESDAY.

At least they are mentioning something in the atlantic basin but shear is too strong now but one model UKMET that I haved seen is picking this system.
