So Earl was Invest 97, the entity to the east of Earl was 96. Why is the GOM potential system to be named Invest 98? If 96 was an Invest first I understand the reasoning, but I thought 97 was first. Also, why have we never seen an Invest 100+

They number them 90 (I think) through 99, then start over again. Please someone correct me if I'm wrong.
I'm not sure however why the NHC adopted such a numbering system (using the 90s) in the first place.

Invest 96L was designated before Invest 97L. The designations are as follows:
- 1-49 are for actual tropical cyclones
50-69 are reserved for special use
70-79 are for internal use for training purposes
80-89 are for test invests
90-99 are for operational invests

I actually didn't know about the 50/70/80 ones. What happens if you have 50 depressions in one basin?

50L is also used for rare systems, like Hurricane Catarina in 2004 (extremely rare South Atlantic tropical cyclone that hit southeastern Brazil).
This season the NHC appears to be using internal invests more frequently (70-79L - also labeled GenesisXX), or at least publicly showing they are. Earl was invest 72L (GENESIS10) before being officially designated invest 97L. These two also appeared yesterday (assuming at least one is for the NE GOM and the other for the TW currently attached to the ITCZ):
