99L remains pretty disorganized on satellite. Anybody know when ascat passes by?

It's not organized, but progressing little by little. Dry air is being pushed aside as it treks westward. They obviously see a window for it to really get going once it hits the sweet spot north of the Antilles - if it doesn't track over them, that is.

If it is anything like the past couple of nights, popcorn convection should get going in the new few hours. Probably will see a resurgence in convection again tonight, typical of systems in the seminal stages of development.

They might be underestimating it in its current healthy state.

I wouldn't say healthy, latest ASCAT pass shows there's little to no circulation left and it's flattened out quite a bit since yesterday.
