Had Harvey jogged unexpectedly in the 24hrs or so leading up to landfall, Houston could have been hit by much stronger winds, perhaps even hurricane winds. My guess is that the Texas NG wanted to keep their resources ready, but out of the direct impact zone, so as to keep them from being compromised. Assets could have also been needed 200 miles away in CC or San Antonio or Austin. The biggest thing is for people to take actions to take care of themselves (evacuate or otherwise prepare), then help each other, and finally get helped by official authorities. That is the most effective way even when it isn't the most efficient (which it often is as well). It starts with taking warnings seriously but in this day of hyperbole, hard to get people to take notice.
Despite the the titles of things, there really aren't comprehensive plans for very infrequent events. Resource allocation dynamics do not allow for it.
