Based on this my guess is northerly shear is going on which means it needs to stack before it can do much

This could hint at the old GFS runs of not much development may have been on to something, maybe? If the low level center is still inland, that makes sense.

I've been looking at this long term radar http://flhurricane.com/imageanimator.php?442 (Well positioned for this development at least) and don't notice any rain/convection that indicates a overall center yet there yet. The surface LLC/MLC split has no signs on the radar, at least.

Dr Rick Knabb just tweeted that the NHC may choose to designate 92L as a PTC anytime now and watches/warnings could go up tonight. I think given the circumstances and potentially quick development right before landfall that would be a great use of this product. I wouldn't be surprised to see hurricane watches go up tomorrow.

Pretty convincing low level turning is establishing itself just barely onshore near Tallahassee. Visible loops that are longer show it slowly consolidating and gaining some momentum. Should be a due southwest motion from here for the next day or two.
