I looked through the data and couldn't find any hurricane that formed since 1993.

1997
Hurricane Rick forms on November 9 and remains a hurricane until November 10 (about 24 hours).
Peak Intensity: 100 mph (November 9)

1998
Hurricane Leser forms on October 16 and remains a hurricane until October 23 (7 days)
Peak Intensity: 115 mph (October 22)

2001
Hurricane Narda forms on October 21 and remains a hurricane until October 22 (24 hours)
Peak Intensity: 80 mph (October 22)

Hurricane Octave forms on November 1 and remains a hurricane until November 2 (24 hours)
Peak Intensity: 85 mph (November 2)

2002
Hurricane Kenna forms on October 23 and remains a hurricane until October 25
Peak Intensity: 165 mph (October 25)

I most certainly saw those storms, Mark.

I know why I didn't post the ones you did, above. The question Luis asked was what were the latest hurricanes to form in November (and December).... not October 20 and beyond.

On the other hand Patricia is born in the EPAC and this is a very late storm for that basin because there things are more unfavorable more early than in the atlantic.

I would like to see some stats about in what year and the latest date that a storm formed at the EPAC basin.

The latest date for a tropical storm to form is - December 5 (Tropical Storm Winnie - 1983)

The latest date for a Hurricane to form is - December 6 (Hurricane Winnie - 1983)

The latest date for a Major Hurricane to form is - November 16 (Hurricane Ruby - 1972)

By Decade

2000-Present
Tropical Storm - November 5 - 2000 (Rosa)
Hurricane - November 1 - 2001 (Octave)
Major Hurricane - October 24 - 2002 (Kenna)

1990 - 1999
Tropical Storm - November 8 - 1997 (Rick)
Hurricane - November 9 - 1997 (Rick)
Major Hurricane - October 22 - 1998 (Lester)

1980 - 1989
Tropical Storm - December 5 - 1983 (Winnie)
Hurricane - December 6 - 1983 (Winnie)
Major Hurricane - October 29 - 1985 (Xina)

1970 - 1979
Tropical Storm - November 27 - 1971 (Sharon)
Hurricane - November 14 - 1972 (Ruby)
Major Hurricane - November 16 - 1972 (Ruby)
