Hurricane Edouard '96 from Hurricanes: Their Nature and Impact on Society by Roger A. Pielke Jr. and Roger A. Pielke Sr. That particular image is on page 73 in Chapter 3.

Wow, I genuinely thought the image was from '69 or something along those lines, not '96! Those images looked super old, not gonna lie. I also thought they were separate storms.... and was a Cat 5 or something like that.
