Why does it seem like the NHC is reluctant to name or even mention in the 5 day TWO these northeast subtropical systems? Cool SSTs and climatology saying development there is unlikely? I remember seeing this system on the GFS model run several days ago- but no yellow x on the NHC's tropical weather outlook. Then it was listed as 20/20 until it was suddenly and unexpectedly upgraded to Alpha.
Same thing with the December 2013 subtropical storm. That thing was spinning out in the northeast Atlantic for a couple of days with clear subtropical characteristics but never received a name. It was only recognized in post-season analysis.

Did Portugal even have Tropical Storm Watches/Warnings up for this? As the NHC graphic never showed them.

I don't think there's any protocol for it in mainland Europe, though I assume they had wind advisories as they're hit with non-tropical systems often.

The big thing here is genesis time. Looking at earlier satellite images, I would place it at 1200Z September 17. I would also change the status from subtropical to tropical, since it had a small RMW and fairly deep convection throughout (-50C or so) with similar storms being classified as tropical.
