It looks like that the low doesn't want to move to over the water, but it continues to develop over the land and today it occasionally had an eye(-like feature).

That looks like what I have heard being called a landphoon or landcane, Australia seems to be one of the more frequent places they occur, I think due to tropical lows dropping rain on hot arid ground which evaporates and is advected back into the low to fuel convection.

Yeah but Australia is known for this occurring with a broad, flat environment so the land does not impede circulation. As long as ample moisture flows from the sea, a storm like this can easily form.
