Can pipes freeze, but not bust or spring a leak?
It depends. For example my house was built in 2013 and all the interior water lines use Pex tubing which expands. We've had the water freeze in the past and never had an issue. Now the outside faucets are different. We had 1 of those burst and it only showed when I tried to turn the faucet on. This was a few years ago. I expect the same may happen now even though I have them covered with towels and the styrofoam caps.
