Pretty sure the storm was over something like 20-22C waters when it reached hurricane status with 85 mph winds.
Yes, they were in the lower 70s when Alex became a hurricane, colder UL temps than found in the deep tropics makes it possible is what I have read before.
Perhaps they need to have an exeption for the mid latitudes that at least lower 70s SSTs is what is needed for tropical systems to develop.
