Maybe? ICON brings it in near NYC and actually hooks it westward to loop inland for a bit before heading back out. Not sure how that will impact everything as it's a complicated scenario. However, with some models seeing sub 980's, a Cat 2 is certainly within the realm of possibility as the NHC alludes to in their forecast advisory.
