I snapped an image for you with land/ship reports. Looks like a general area of low pressure (1007-1008mb) down there. Westerly wind shear is kind of high, but that wouldn't preclude the formation of a TD. As for a strong TS, that's not as likely with the shear present. In any case, this thing doesn't appear to have much to move it anywhere fast.

That is what worries me the most 57 the slow mover that it will be causing more rains here and more flooding as today we haved been in a flood warning from 3:00 to 7:00 PM AST in San Juan and other towns nearby.
