HY-2B scatterometer indicated a well-defined LLC with 25kt winds yesterday at 1332Z. I'd say chances of it developing are about 100%, as it already has an LLC and convection, and may already be a TD. However, IMD will almost certainly ignore it, though they acknowledge a low center. Doesn't look like it would be more than a TD or weak TC.

Well it seems to be cooking, a lot of convective development happening.



However the upper level winds are anticyclonic and the shear will be a big problem for it.
