Statement as of 10:30 PM EST on November 13, 2003
For the North Atlantic...Caribbean Sea and the Gulf of Mexico...
A weak area of low pressure is located near the north coast of
eastern Hispaniola. Upper-level winds are not favorable for
significant development. However...this system will continue to
produce heavy rains over portions of the Dominican Republic...
Puerto Rico...the Virgin Islands...and the northern Leeward Islands
over the next day or so...and these rains will continue to result
in potentially life-threatening flash floods and landslides. For
additional information on conditions in your area...please consult
statements issued by your local weather office.
Elsewhere...tropical storm formation is not expected through
Saturday.
