URGENT - IMMEDIATE BROADCAST REQUESTED
TORNADO WATCH NUMBER 951
NWS STORM PREDICTION CENTER NORMAN OK
345 PM CST MON NOV 17 2003

THE NWS STORM PREDICTION CENTER HAS ISSUED A
TORNADO WATCH FOR PORTIONS OF

SOUTHWEST IOWA
NORTHEAST KANSAS
EXTREME NORTHWEST MISSOURI
SOUTHEAST NEBRASKA

EFFECTIVE THIS MONDAY AFTERNOON AND EVENING FROM 345 PM UNTIL 900
PM CST.

TORNADOES...HAIL TO 2.5 INCHES IN DIAMETER...THUNDERSTORM WIND
GUSTS TO 70 MPH...AND DANGEROUS LIGHTNING ARE POSSIBLE IN THESE
AREAS.

THE TORNADO WATCH AREA IS ALONG AND 60 STATUTE MILES EAST AND WEST
OF A LINE FROM 30 MILES EAST NORTHEAST OF OMAHA NEBRASKA TO 50
MILES EAST SOUTHEAST OF CONCORDIA KANSAS.

REMEMBER...A TORNADO WATCH MEANS CONDITIONS ARE FAVORABLE FOR
TORNADOES AND SEVERE THUNDERSTORMS IN AND CLOSE TO THE WATCH AREA.
PERSONS IN THESE AREAS SHOULD BE ON THE LOOKOUT FOR THREATENING
WEATHER CONDITIONS AND LISTEN FOR LATER STATEMENTS AND POSSIBLE
WARNINGS.

DISCUSSION...SMALL CLUSTER OF SEVERE STORMS IS EXPECTED TO DEVELOP
IN THE NEXT 1-2 HOURS OVER SOUTHEAST NEB/NORTHEAST KS. STEEP LAPSE
RATES...COLD MID LEVEL TEMPERATURES...AND STRONG DEEP LAYER VERTICAL
SHEAR SUGGEST A RISK OF SUPERCELLS CAPABLE OF LARGE HAIL. BACKED
LOW LEVEL WINDS AND 3KM HELICITY VALUES NEAR 300 M2/S2 ALSO INDICATE
A RISK OF BRIEF ISOLATED TORNADOES. STORMS MAY SPREAD EASTWARD INTO
WESTERN IA AFTER DARK...WITH A CONTINUED RISK OF LARGE HAIL.

AVIATION...TORNADOES AND A FEW SEVERE THUNDERSTORMS WITH HAIL
SURFACE AND ALOFT TO 2.5 INCHES. EXTREME TURBULENCE AND SURFACE
WIND GUSTS TO 60 KNOTS. A FEW CUMULONIMBI WITH MAXIMUM TOPS TO
500. MEAN STORM MOTION VECTOR 24040.
