2. Southwestern Gulf of Mexico:
A small area of low pressure with disorganized thunderstorm
activity has formed in the extreme southwestern Gulf of Mexico
about 75 miles northeast of Coatzacoalcos, Mexico. Further
development, if any, is expected to be slow to occur while the
system moves slowly northwestward. Around midweek, the low is
forecast to merge with a frontal system over the western Gulf of
Mexico.

2. Southwestern Gulf of Mexico:
Shower and thunderstorm activity has increased with a small area of
low pressure over the extreme southwestern Gulf of Mexico about 100
miles north of Coatzacoalcos, Mexico. Environmental conditions
appear marginally favorable for some additional development while
the system moves slowly northward before the low merges with a
frontal system over the western Gulf of Mexico by midweek.

It's developing along a frontal boundary. GFS & EC clearly show a west Gulf low developing on the frontal boundary offshore TX/LA on Wednesday. ENE-E wind 30-35 kts north of the front, SE wind 20-25 kts south of the front. These lows are common from fall to spring. Wind shear across the northern Gulf will be 50-60 kts. Clearly non-tropical, but that won't necessarily stop the NHC from naming it if it is causing TS winds offshore Louisiana over the oil platforms.
