But what I don't get is why he was out on the streets in the first place. He was a three-time convicted offender. What happened to "three strikes -- you're out?" Shouldn't he have been in prison for life? He was classified as a "Level 3 predatory offender," which criminalists agree is someone at a high risk for re-offending.

Offense Information:
Offender has a history of sexual contact and attempted kidnapping with adult females. Contact included penetration in two instances. Offender used force and has used a weapon to gain compliance. Offender was previously known to one victim, not previously known to two victims.

Well, the Grand Forks PD isn't tipping their hand yet, but they did say that blood found inside Rodriguez' car matches Dru Sjodin's blood type (AB), and they have evidence that he didn't show up for his job, and WAS at Columbia Mall at the time and on the day she went missing.
Trouble is, the State's Attorney is not giving him any deals, except the possibility of keeping him out of the "general population" when he is finally incarcerated...and his defense counsel told him NOT TO TALK.
Therefore, he has NO incentive to come clean about what happened to Ms. Sjodin, or where she may be, at all.
Meanwhile, the clock's ticking...
