In terms of streetsoldiers "eye for an eye" reference... I believe that it can be interpreted in a way that promotes reparation rather than revenge.
In this case... a person who is responsible for ending lives, is required for the remainder of their days to save lives...
In addition... the person would need to make reparations to all of those folks affected by their actions... this includes people such as the families of the victims and the communities where the event occurred...
Though this logic may prove impractical for a large tragic event masterminded by a few people, this system of "Restorative Justice" is becoming a increasingly popular method of maintaining order at large colleges where acts of defiance and destruction are commonplace.

I have done my fair share of negotiation and interrogation, and I'd employ whatever techniques I find expedient to elicit the information I'm looking for...after that, Sheikh Mohammad goes to trial (and I don't care if it becomes a "showcase" proceeding or military tribunal), and WHEN convicted, I don't give a rat's @$$ what happens to him.
