you reply to yourself to move the topic back up the page. You don't have to say bump, or anything, but people just add that for fun.

Another central pa person! Let's see... 50 mi west of SC... that would put you in Dubois? Punxatawney?

You have to post something to get a thread back up. If there is nothing specific to say then "bump" represents you want attention to the topic.

Other members (opposed to the member who created the thread) bump up threads sometimes, as well.
