Luis there WAS another time where a tropical system formed in the atlantic in April. It occured in 1992 (Subtropical storm 1)

Tracking Information (from the TPC):
Date: 21-24 APR 1992
Subtropical Storm 1
ADV LAT LON TIME WIND PR STAT

14 25.70 -61.10 04/24/18Z 25 1010 SUBTROPICAL DEPRESSION
However that said the 1992 tropical season was uneventful to say the least with the exception of Hurricane Andrew.

there were only 7 named storms 3 hurricanes and one major hurricane.
This year...we had development again in April...however this was one of the most active tropical seasons on record with 16 named storms 6 hurricanes and 3 intense hurricanes.
those being Fabian...Isabel...and Kate.

Heres the Tracking info from Ana:

Ana has a lowest minimum central pressure of 996mb between 015z and 021z on 4/23...the lowest minimum central pressure with STS #1 in 1992 was 1002 mb on 4/22. So Ana WAS infact stronger than STS #1
the following figure shows Ana/s track:

One of the things to consider are when extratropical cyclones that make the transition from extratropical cyclones to tropical cyclones, the previous dry air that it entrained (as a non-tropical low) still remains, and sometimes, a "eye-like" appearance can result, but not a true eye.
The same thing COULD be said for Peter, but IMHO, Peter briefly was a hurricane, with solid enough evidence from AMSR and visible satellite imagery.
