CBS isn't to blame.
It was MTV-produced and the NFL says "MTV will likely not produce another Super Bowl halftime show." They just mentioned it on the Houston news and they (KHOU) said they had MANY calls in complaint of what happened. They reported that the NFL reviewed everything that was "supposed" to be in the halftime show and that they were assured it would go as it was presented to them. What Timberlake did was unrehearsed and unexpected.
