These cities have the highest crime rates in the country.
NEW YORK (CNN/Money) -- Working with data provider On Board, we looked for the cities in America that had the most reported crimes per 1,000 citizens. This list only includes cities with a population of at least 300,000, of which 56 are listed in the FBI's crime statistics. (Not all cities report crime statistics every year.) Figures are from data for 2001, the latest year available. These statistics are for the specific municipalities mentioned as defined by the FBI and do not include suburbs or other outlying areas.

Sky - no, Cincy isn't as safe as it used to be. I'm sure they looked at the city of Cincinnati and not surrounding suburbs (outside city limits). Downtown is a ghost town sometimes I hear. People think twice about going down there now. Didn't used to be that way. Just recently a man was shot in Over the Rhine (our worst inner city area) and others cheered. It's all caught on tape. Police think that community is just out of control. And remember our riots, just 2 years ago.
All very sad. And we just demolished Cinergy Field, are wrapping things up on the new Reds Ballpark. Not to mention our nearly new Football Stadium (for the "Bungals!"). So somethings are changing, but the inner city poor neighborhoods are not. Those residents want change and honestly, I don't blame them. Heck, we can only take in one Reds game a season - it's easily over $100 just for the four of us to go. Outrageous. Our city's money would be better spent fixing up the rundown neighborhoods and schools.
JQ Public - quick edit, just saw your post. The problems are so complex and nothing seems to get done. I for one am not racist, do not encourage that at all. When I had children I wanted to instill them a love and respect for all people and guess what, it turns out that was the easiest thing to accomplish. If you leave kids alone, they are not racist (watch kids play at a park, they don't mind if another kid is different from them they just want to play). Sadly, it seems generation after generation perpetuates racists views. Disgusting, if you ask me. I'm all for change (I'm white by the way).
