A surface low needs to form in order for development, no matter how slow... that is one of the important factors.

I agree it's something silly to focus on. I do feel that people continue to over look things. A little twist automatically becomes a named storm. According to some here, we would already be dealing with TS Charley. (I say Charley because the other two waves "became" named storms as well.) Official sources continue to say that there is a mid level circulation, but I guess "they're wrong."

In reality, we should just wait. It's way too early.
