I don't recall ever seeing a "severe weather statement" before. Help me out with this one folks; It's new to me...

The purpose of severe weather statements (AWIPS ID - SVS) are to provide the public with updated information on pre-exsting severe thunderstorm or torando warnings. A severe weather statement may also be used to cancel a warning, or relay damage reports.
In other words, it's sort of like a warning "status message".

You are correct, though; most of the Florida NWS offices do issue Special Weather Statements (not necessarily an HWO) indicating current trends and whatnot. But ALL NWS offices issue Severe Weather Statements to update Tornado/Severe Thunderstorm Warnings.
