By Tuesday, the record Lotto Texas jackpot already had lured people from as far as New Mexico, Arkansas, Alabama, Louisiana, even Mexico.


I'm wondering what the rules are on this. Even those who are here legally -- are they allowed to play...and win? If they win, how do they pay the taxes on it since they're not U.S. citizens?

All I know is, I hope a Texan wins. :)

As far as I know Duck, you cant claim the prize unless you are a US citizen! At least thats how it is in Florida. I always said if I won the Florida lottery I would have to ask someone to cash it in for me... but hey, I dont think I would trust anyone with Millions :lol:

I'd cash it for a small percentage if it was someone I trusted also. :)

There's something called the "Latino Lottery Scam" that I've heard about in Houston. A couple from Mexico will approach a stranger in a parking lot and explain that they won a large sum of money in the lottery (obviously not the jackpot, but usually a 5-number winner or a scratch-off) but they can't cash it because they are illegal. They present a counterfeit ticket to the person and offer to sell it to them for a fraction of the winnings. The naive victim then pays several hundred dollars for what they think is a ticket worth several thousand dollars, but instead worth nothing. The couple goes on their merry way with loads of cash and the victim goes to Austin to find out they didn't win squat.
