This is the backup site of NRL but it dos not have all the data that the principal site has.

You'll have to watch the address of your link. If it is https......,mil, then you have to have a .mil IP address before you can link up. It's all part of the attempt to keep the government system secure and keep the bad guys out. There should be a public link though. Havent needed, so I havent tried to find one.
