I haven't seen the movie but it appears to be a blantant attack on President Bush. Billed as a documentary, Michael Moore makes no attempt to present the story in a even handed manner. He selectively edits actual recordings of interviews to remove any trace of material that reflects positively on the President. With his ultra liberal stance widely known, this is just an excuse for an anti-Bush political ad where people pay to go see it.

Moore tries to play that ignorant game of Let's Connect The Dots Between Iraq And 9/11. And then when it can't be done, he tries to blame Bush and says that the war in Iraq is unjust since there's no DIRECT connection between Iraq and the attacks on 9/11.
In my opinion, it's asinine because it's like trying to say that playing Pong for hours on end was the reason Billie Jean King was able to beat Bobby Riggs in tennis and then you find out neither played Pong to begin with, therefore, Bobby is not to blame for someone losing a $1000 bet on him because they didn't introduce him to Pong first.
Make sense?
It shouldn't because Michael Moore's arguments don't either. He's creating an unarguable argument in an effort to make Bush look bad, but he only makes himself (Moore) look bad. And he bites as a documentary maker anyway.

It bashes President Bush badly and pretty much blames him for 9/11 and then exaggerates problems in Iraq(he got his camera crews supposedly "embedded" with U.S. troops without telling anyone who he was).
