There are places in the West like Stanley Idaho and Truckee CA where this effect operates big time during the Summer and these two towns will come in with the National Lows in the 20's and 30's almost every Day during the Summer. I've seen it snow in the Wastach in July (and saw snow at Dugway during a June thunderstorm) and also in the CO Rockies in early August so "strange" things happen all of the time weather wise in the West.
