This is the 2:05 PM discussion from NHC.Notice that the pressure is way up there 1015 mbs and it is a weak surface low but it has a small window to develop further before it gets into cooler waters.Also still SSD dvorak mantains this afternoon the too weak status for it.

The pressure doesn't surprise me, Jesephine in 2002 was similar in that step.

The problem with the system right now is that it has lost most of its' convection. Probably just a pulsing phase-definitely still keeping a close eye on it.
