How can you have Negative Requirements on the Flight Requirements??

My best guess would be negative as in "none" or "non-existant," not the mathematical "less than zero."

It's the same with the medical usage.

I was wondering that myself. Perhaps the thinking is either:

1. It wont develop
2. It will develop but will not be a threat to anyone for atleast 2 days....since it's too late to get something down there before it hits the islands.

I think it means they havent been tasked with a requirement. Doesnt the NHC task them to fly and get info?
