I highly doubt that at this point. But with tropical systems you never know. The only chance this makes it into the gulf is if this system makes a clockwise loop and right into florida. But I don't see evidence of that happening at this time given the approaching mid latitude trough and the bermuda high offshore. The flow would take this system near the Outer Banks, then towards the North Atlantic Shipping Lanes as an extratropical entity. That's the forecast right now.

The upper level high pressure ridge along the east coast has been shearing the upper level convection towards the southwest and the low level circulation can be seen on the Savannah radar elongated North South. Other than the shear factor from the ridge, low level steering for TD1 should eventually come from the front taking the depression northeast.
