Has there ever been...
a situation where 2 storms are named at the exact same time? If so, how do they determine which one gets what name?

It depends on the TD number. They will look at what TD number comes first and then give the next letter name to the system.
For example, if TD2 and TD3 form, and both are named at the same time in the future, then TD2 will be named Bonnie and TD3 Charlie. Just look at which one got TD designation first. It's all in the numbers...
You might want to ask: What if 2 systems become depressions at the same time?

To be honest, I don't know. I'd guess, it will all come down to the forecaster in shift. It should be his decision. Probably the one furthest west gets next TD number followed by the one furthest east. I don't think there are any guidelines regarding that as it shouldn't really matter what TD number they get. It doesn't happen often.

It would go to the system labeled as an Invest first. Therefore, if 94L and 95L become depressions at the same time, 94L would become 02L and 95L would become 03L.
