Year with the highest perecentage of named storms?

This year has already given us four named storms out of five tropical depressions. That's 80 %. It seems like a very high percentage and the season is not even at it's peak yet.

I know many of you follow these types of statistics. I was wondering if anyone knows what year had the highest percentage of tropical depressions develop into named storms.

It's actually 5 names storms out of 5 tropical depressions. 1996 and 1998 both had all tropical depressions develop into named storms.

All of the TD's in EPAC last year developed into named storms as well.
