I was reading through the discussion from early this morning and it said something that I don't quite understand. Can someone help me out here? Thanks.

WEST...WE ARE LIKELY TO SEE A STRONG DOWNSTREAM RIDE CENTERED OVER
THE SE U.S. WITH SE TX ON THE PERIPHERY OF THE RIDGE.

Not necisarily, as you see in that discussion the NWS there likes the ECMWF model instead of the GFS model. They believe that it will be the warmer, drier of the two. That is not saying you won't have rain. But just keep reading some of the discusstions, and the forecasts and the NWS will usually tell you what they are thinking.
