It has a really enormous area of dry air just to the N; huge amount of African dust on vis pics yesterday coming off Africa.
The wave ahead of Frances was annihilated by SAL; Frances came off in a little pocket of moister air.
It's likely the wave behind Frances would take more time to develop due to dry air.

It seems counterintuitive, but a lot of waves lose convection when they come off the African coast. The sea surface is actually much cooler than the land the waves have been passing over. And even though it's land, there's a fair supply of moisture in that area of Africa for sustaning cloud formation.
