I too have never heard of that kind of P3 mission, nor have I ever heard of a "buoy deployment mission." This is a clear sign the hurricane center isn't screwing around with this one. They must be as apprehensive as some of us about the possibilities here.

Alright: first on the topic of the P-3. This is the NOAA's aircraft. Basically, they're helping out the AFRES folks (who fly the WC-130 aircraft) on storm fixes.
Secondly, the buoys. This is not a common occurance. I believe the last time they deployed buoys was in Floyd. This is to give the models MUCH more data at a more frequent time period.

Correct on both counts.
NOAA runs the P3's
NOAA runs the National Data Bouy Center (here n the MS Gulf Coast)
NOAA supplies most of the data for most of the models
To get precise as possible information, they will drop buoys and
fly the p3 around a whole lot to get as accuate as they can with
data ingests for the models.
