Notice the surface outflow boundary (arc cloud) from collapsing convection on the SW side of the storm....

That outflow proves that you can have outflows around the periphery of TC's. I'm not naming any names, but I can't say how many times I've seen posts claiming that you don't have outflows with TC's.
