From the Red Cross:

The following are important steps in establishing an emergency communications plan: Call family members and friends well in advance of the hurricane strike to find out what plans they have -- evacuate or seek shelter, stay with friends, or find a hotel. Ask your family members to call you after the hurricane to let you know their status. Disasters often affect telecommunications and it is generally easier to call out on a working phone in a disaster-affected zone than it is for you to call in.

If the family is leaving home, ask where they are going, the phone number at that location and the address.

Make sure family members have your work, home and cell phone numbers as well as your email address. Tell them to keep the numbers with them when they leave. People under stress often forget phone numbers they normally remember.

Tell them to call you collect if public phones are the only ones readily available.

Get phone numbers and the address of your loved one's employer. Although they are displaced from their home, disaster victims often contact their employer for information and vice versa.

Get phone numbers, addresses and email addresses for your family member's close friends. These friends may have heard from your relative and can be helpful contacts if needed.
