It appears that Frances has torn a page out of Lilli's book. While I am not convinced she wont restrengthen, all bets are off on tracks. When they stall they do whatever they want.
Even if it is a Cat 2 at landfall it will be nasty. 24 straight hours of rain is a lot to handle and it is shaping up that way. When Georges did it we had a hundred year flood. People that had evacuated the storm surge, went right into the river flooding areas. It was terrible...Frances is still going to be a forces to be reckoned with.
ON a lighter note...I think FL should market T-shirts that say Charley loves Frances. That would be cute

Its behaving a lot like Lili. In October 2002, I was staring at Satellitep ics of a Cat 4 145 mph storm just a couple hundred miles off our coast. the next day as I was watching TV from a safe location up North, the storm had entrained dry air at the last minute and was barely Cat 2 at landfall. For Frances to do this also wouldnt be a huge surprise.

It was President Bush that done it. He told the boys at Langley to get their hurricane blaster beam going and protect Florida.
Hmm... well, there is some local guy who claims he invented a powder that, when dropped into the storm, can take a hurricane down as much as 15 MPH. Apparently he's tested it on clouds and they dissipate.

Don't forget to invite Isabel to the party too.
Remember, last year she entrained dry air and was 100 mph at landfall.
Still very dangerous, as we saw.

But don't take it lightly.
I was directly impacted by Hurricane Lili and even though she was Cat. 2 at landfall, she made a mess around here. I was out of electricity for two and a half weeks, lost 1/2 of my roof and all of my garage. Had to redo my kitchen due to water damage. She really messed up our lives here and she won't be forgotten any time soon. Take Frances seriously and stay safe.
